When code is distributed under the GovCMS Drupal Services Panel (DSP) Head Agreement, intellectual property and copyright arrangements are clearly structured to protect your investment and maintain long-term flexibility:

  • Commonwealth ownership: All new or custom intellectual property and copyright created specifically for your agency under a contract order vest directly in the Commonwealth or your respective buyer agency. You completely own the custom features developed for your site.
  • Pre-existing IP protection: Morpht retains ownership of its background and pre-existing intellectual property used to deliver the platform, granting the Commonwealth a perpetual, robust license to use, modify, and adapt it as needed for the project.
  • Open Source compatibility: Operating in strict alignment with the GovCMS ecosystem, all custom modules and theme implementations respect the open-source software licenses—such as the GNU General Public License (GPL)—that govern the core Drupal platform.

Freedom to adapt, reuse, and deploy

These contractual terms ensure that your agency has the absolute freedom to adapt, reuse, modify, and deploy the Convivial for GovCMS codebase as operational requirements evolve. Any standard Drupal development team or panel-approved supplier can maintain or extend the site without friction. This approach defuses vendor lock-in concerns and ensures your digital platform remains a scalable, compliant, and highly secure asset for your agency.
